for projects within the Castro Valley Sanitary District boundaries:

To comply with Chapter seven (7) of the Castro Valley Sanitary District Code, you must:

  • Recycle at least 50% of all materials generated by your project.
  • Utilize Waste Management for all drop boxes used for your project.
  • Upon completion of the project, submit a Final Report Form
    - Include disposal receipts.
    - Describe how much refuse was generated by the project.
    - Name the facilities where the materials were disposed, if your project is valued at over $75,000.
  • Review the 2007 Builders' Guide to Reuse and Recycling.



Those who fail to comply will be subject to penalties as set by the Castro Valley Sanitary District Code

The following conversion rates are estimates. The ranges vary widely, depending on how the materials are handled (compacted, loose, chipped, etc.). Use the conversion factors and receipts from previous projects to help you estimate the potential amount of materials and waste. Take into consideration the type and load of vehicles that will be used to haul the materials. Ask your hauler or recycler to assist you in estimating these numbers.

** Please note that the C&D Rebates Program will be phased out at the end of calendar year 2007. The $10/ton rebate payments will be paid on qualifying loads delivered through December 31, 2007. No payments will be made for any loads delivered on or after January 1, 2008.**


About the Program

Every year, over 300,000 tons of construction and demolition materials are unnecessarily disposed at Alameda County landfills. In many circumstances, the most economical way to handle debris such as concrete, wood, and metals is to accumulate clean loads of separated materials and deliver them to the appropriate recycling facilities. The District recognizes that space and/or time constraints on certain jobs may not allow for maximum "source separation" of recyclables and that it may be necessary to haul away mixed loads of wood, wallboard, metals, insulation, plastics, roofing, etc.

There are facilities designed specifically to receive, sort, and recycle load of Mixed C&D debris* or Mixed C&D recyclables**. The District has arranged with StopWaste.Org to offer a $10 per ton "rebate" to contractors who deliver loads of mixed C&D debris or mixed recyclables to one of these facilities.


*"Mixed C&D debris" is defined as a mixture of three (3) or more materials (e.g. wood, drywall, roofing, film plastic, insulation, conduit, etc.) from construction or demolition sites where more than 10% by weight of the total load consists of non-recyclable materials or materials not commonly recycled into products other than Alternative Daily Cover.

*"Mixed recyclables" is defined as a mixture of three (3) or more commonly recycled materials (e.g. wood, metal, corrugated, concrete) where less than 10% by weight of the total load consists of non-recyclable materials.

About the Agency
StopWaste.Org (Alameda County Waste Management Authority) is a public joint-powers agency comprised of the County of Alameda, each of the fourteen (14) cities within the county, and two (2) sanitary districts that also provide refuse collection services. StopWaste.Org is governed by a Board of Directors made up of elected officials, primarily mayors and city council members, appointed by each member agency. Funding is derived solely from waste disposal and waste import mitigation fees collected at the Altamont, Tri-Cities, and Vasco Road landfill sites. The agency receives no general tax funds.

Together with its specialized arm - the Alameda County Source Reduction and Recycling Board - StopWaste.Org offers a wide range of programs in the areas of waste reduction, market development, green building, technical assistance and public education.

How the Program Works:

  • Your project must be located in cities with a formally adopted C&D Ordinance. CVSD has formally adopted a C&D Ordinance.
  • If, as part of the Waste Management Plan you submit for your project, you designate “mixed C&D debris” or “mixed C&D recyclables” as materials to be delivered for recycling, you qualify for the rebate. Wherever possible, source separation of debris should be fully explored as the preferred handling method.
  • Include a specified quantity of “mixed C&D debris” or “mixed C&D recyclables” in your Waste Management Plan as target materials for diversion from landfill (as opposed to separate quantities of concrete, steel, wood, salvaged fixtures, etc.). Rebates will only be paid for loads of mixed debris or recyclables delivered for sorting/recycling – not for loads of clean, source-separated recyclables (which should be much cheaper, anyway) nor for loads of mixed debris delivered for landfill disposal.
  • Rebates are available only for loads delivered for recycling to one of the “qualifying” facilities listed on the attached sheet, and only up to the total tons of “mixed C&D debris” or “mixed C&D recyclables” designated in the Waste Management Plan.
  • Recycling rates for mixed C&D debris loads vary among the facilities listed on the attached sheet, and from month to month at each facility. For the purposes of your Waste Management Plan, assume that 70% by weight of the “mixed C&D debris” and 95% of the “mixed C&D recyclables” are diverted from landfill.
  • After making the proper advance arrangements with the recycling facility, you or your designated hauler deliver mixed debris loads for recycling (since each of the facilities also operates as a landfill or garbage transfer station, you must make sure that the loads are delivered to the appropriate recycling sort line), making sure to tell the scale master that your load is from Castro Valley Sanitary District and the general contractor name for entry into the weight ticket.
  • Once a month or at the end of your project, you submit an invoice to StopWaste.Org for reimbursement.

  • Assuming that the invoice information correlates to the information supplied by Alameda County GSA and the recycling facilities, the invoice will be processed for payment at $10 per ton of delivered mixed C&D debris or mixed recycling, up to the total tons of such material identified in your Waste Management Plan. You should receive payment in approximately three weeks.

QUALIFYING FACILITIES:
Call ahead to one (1) of the facilities below. Identify yourself as a contractor working in the Castro Valley Sanitary District and that you wish to deliver loads of mixed debris for recycling as part of the “Rebates” program. Confirm acceptable materials, hours of operation, gate fees, location, and procedures for your driver to follow upon arrival.

You are responsible for arranging credit or payment procedures with each facility directly. You will be responsible for payment of the full gate rate to the facility, and for invoicing StopWaste.Org (See Invoice) for your $10 per ton rebate.
