- Aerial Pipes Retrofit -
Staff has contacted 9 structural/soils engineers to examine and evaluate
eight locations of aerial pipes – above ground and/or crossing
over a creek – and provide a detailed study for a possible retrofit
project. The goal is to protect those critical locations from damage
during an earthquake. The District received three proposals that are
currently being reviewed. The two criteria used to select the best consultant
are qualifications and cost. A recommendation will be made in the June
Board meeting.
- Sampling at Flume - Bi-weekly composite
samples were taken during the month of April and delivered to the City
of San Leandro for independent testing and analysis. Mercury analysis
was performed as well.
- Overflow Tank, Pump Station No. 3 - Staff
has finalized the plans and specifications for a 5000-gallon tank that
will be installed to serve as emergency detention containment in case
of failure to Pump Station #3. Specifications to repave the entire site
have also been added. The District has allocated $20,000 to the installation
of this tank in its 2006/2007 budget. Engineer’s cost estimate
to repave the site is $15,000 for a total of $35,000 for this project.
Staff is currently in the process of contacting several contractors
to solicit a bid in compliance with the latest Public Contracting Procedures.
- Wastewater Collection System Master Plan
- Staff has contacted all utility companies within Castro Valley and
received data pertaining to their respective lines in the vicinity of
this project. Staff is currently preparing the plans and specifications.
The District has allocated $606,000 for this project in its 06/07 budget.
The bid package for this project should be ready by the June 2007 Board
meeting.
- FOG Program - The enforcement of the
FOG program has commenced its preliminary phase in the month of April,
which involves an initial inspection of all FSE facilities within CVSD
jurisdiction. To date, 12 facilities have been inspected for compliance,
124 facilities remaining.
- CVSD Code - Engineering staff has finished
reviewing the Code. The proposed changes to the Code will be presented
to the Board for approval in its June 2007 meeting.
- Small Point-Repair Project – Ortiz
Construction, Inc. has repaired a total of 6 locations on the project
list with 12 remaining. It is anticipated that all locations will be
completed within approximately two months.
- New Office Space - Plans to convert
the shop in the parking lot into office space for the maintenance crew
and engineering technicians have been finalized. Staff is in the process
of advertising the project.
- Lift Station Upgrade - Engineering staff
has completed a survey of all pump stations and has put together recommendations
for a bypass mechanism to be installed at lift station No. 1, 3, 5,
8, 9, and 11 in case of a failure to the pumps. The District has set
aside $31,000 for this project in its 06/07 budget. The upgrades include
installing a 4” flange that will allow making a direct connection
to the discharge pipe and bypassing the pump when it fails. Staff is
in the process of hiring a pump specialist from Dodson Engineered Products
to peer review and validate staff recommendations.
- OER Trailer - Equipment has been purchased
and miscellaneous items have been installed in the Overflow Emergency
Response Trailer. The project was completed $900 below budget.
- Inspections - Staff has performed inspections
of five repair permits and three new connections in April.
