Board Standing Committees
The Board’s standing committees may be assigned to review CVSan functions, activities, and/or operations pertaining to their designated concerns, as specified on each individual committee page noted on the left. Said assignments may be made by the Board president, a majority vote of the Board, or on their own initiative. Any recommendations resulting from said review should be submitted to the Board via a written or oral report.  All meetings of a standing committee shall conform to all open meeting laws (e.g., “Brown Act”) that pertain to regular meetings of the Board of Directors. All meetings of a standing committee can have open as well as closed session topics for discussion. A closed session may be held on any subject authorized under the Brown Act. Closed sessions must be properly disclosed and described in the agenda as required by the Brown Act (Government Code Section 54954.5.) The Committee shall not keep minutes of their closed sessions. Prior to holding a closed session on any matter, the Committee Chair shall refer to the closed session item or items by reference to the appropriate agenda item number(s). In a closed session, the Committee shall consider only those matters covered in the agenda.   • The Communications Committee shall review important external communications material to the public, such as the CVSan Calendar/Annual Report and Pipeline newsletters. It approves new outreach materials and methods. 
  • The Finance Committee shall provide oversight and make recommendations to CVSan's fiscal matters to ensure that CVSan's mission, values, and strategic goals are well supported. 
  • The O&E Building Project Committee formerly the Center Street Committee shall review and provide guidance to staff concerning all aspects of the planning, development, and construction of new facilities at 21195 Center Street, Castro Valley, CA 94546. 
  • The Business Services Committee shall make recommendations to the Board on personnel rules, policies, and procedures. 
  • The Wastewater Committee shall review and make recommendations to the Board for all capital improvement projects and ensures that projects are completed on schedule and within budget. 
  • The Zero Waste Committee shall ensure compliance with California's AB939 and Alameda County's Measure D source reduction and recycling mandates. It monitors and recommends Board action regarding solid waste regulatory requirements and customer service issues. 

Election Procedure
The Castro Valley Sanitary District is governed by a five-member Board of Directors, each elected to a four-year term.

CVSan elections are held every two years in November on even-numbered years. Elections are consolidated with the statewide election. Each Board Member is elected at large, for a four-year term. Terms are staggered, with two terms expiring in one even-numbered year, and three terms expiring the following even-numbered year. Three CVSan terms expire in 2024.

Candidates for CVSan's  Board must be registered voters and must reside within the boundaries of the Castro Valley Sanitary District.

The Alameda County Registrar of Voters is the Election Officer for CVSan and conducts the election. Nomination papers may be obtained from and election questions directed to:
