Sewer System Management Plan

The Sanitary Sewer Management Plan (SSMP) is a document developed to comply with the requirements of the State Water Resource Control Board (SWCRB) pursuant to Order No. 2006-0003, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (SSS WDR), and Order No. WQ 2013-0058-EXEC, which amends the Monitoring and Reporting Program of the original SSS WDR. The SSS WDR requires development and implementation of a written SSMP and defines 11 mandatory SSMP elements. The SSS WDR also defines associated monitoring, record keeping, reporting, and public notification requirements.

The SSMP is a living document that is updated as needed to reflect changes to the SSMP elements. The goal of the SSMP is to provide a plan and schedule to properly manage, operate, and maintain all parts of the sanitary sewer system. This will help reduce and prevent sanitary sewer overflows (SSOs) as well as mitigate SSOs that do occur.
